Cableway responsibilities

Responsibility for funiculars, aerial tramways, cable cars and combi lifts and procedure relating to cableway concessions and construction permits is vested in the Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology (BMK). The authority which deals with high-speed chair lift systems (apart from concessions and construction permits relating to them), conventional chair lifts, combi lifts and cableways not classified as public transport (tows, goods lifts carrying works traffic or only occasionally passengers) is the provincial governor.

enacting of orders under the 2003 Cableways Act (SeilBG 2003);
setting of specifications for innovative safety components or subsystems;
type approval;
participation in procedures for the accreditation of specific bodies;
general instructions, especially following accidents;
standardization issues;
performance of duties under Directive 2000/9/EC, for example membership of the European Commission’s standing committee on cableways;
definition of qualifications required of lift system management and operating personnel (including tests and examinations);
licensing of lift system management personnel;
drafting of operating regulations and conditions of carriage;
maintenance of the register of persons or bodies authorised to oversee building projects that do not require a construction permit
maintenance of the register of non-government experts, designated bodies, accredited cableway inspection bodies and persons or bodies authorised to prepare safety reports;
compilation of official statistics on cableways.

Provincial governor

The provincial governor is the prime cableway authority for fixed-grip chair lifts and cableways not classified as public transport; he or she deals with all matters relating to this area. Detachable chair lift systems, once their construction is authorized by the Federal Ministry, also come within the area of competence of the provincial governor.
